This is the best Credit card with cash back. It is from Orchard bank Credit card division. They are being a little sketchy with the details, but it seems like anyone can get it…assuming you got a decent credit score. Here are some more details from their website:

  2. Recieving rewards: Rewards automatically credited
  3. Minimum reward amount :
    Any amount you can earn in a quarter
  4. Redemption frequency: Monthly accrue and quaterly credit
  5. Annual cap on earnings: None
  6. $0 fraud liability: Yes
  7. Online bill pay: Yes
  8. Online Account Access: Yes

Unless you have a perfect credit score, most likely, they will offer you a card with $35 annual fee.
