Employees of more than 300 Select Employer Groups are eligible to join, as are those who work for the Tennessee cities of Gallatin, Morristown, New Johnsonville, or White House. Employees of any utility district in Tennessee or its commissioner qualify for memberships, as do family members of current members. Members of the PENCIL Foundation are also eligible to join.
